The evaluation process at all stages of the Relief Line Project Assessment will use the evaluation framework developed as part of the review of the City’s Official Plan transportation policies (“Feeling Congested?”). The evaluation framework captures the many aspects of city-building, all of which are important to the future of Toronto.

Each of the potential station areas will be assessed on their ability to meet citybuilding criteria. The assessment will also consider input received as part of the public and stakeholder consultation process.

The evaluation criteria are based on principles and criteria developed during the Official Plan Review process “Feeling Congested?”

Serving People


Develop an integrated network that connects different modes to provide for more travel options.

  • Ease of transfer between existing transit services (e.g. streetcars, buses) the new Relief Line.
  • Ability for pedestrians and cyclists to easily access stations.
  • Ability to provide connections to other proposed transit lines (e.g. SmartTrack, Regional Express Rail, East Bayfront LRT, Broadview Streetcar Extension).


Capacity to ease crowding/congestion; reduce travel times; make travel more reliable, safe and enjoyable.

  • Ability of potential station areas to serve key destinations (e.g. hospitals, major employment centres, transit hubs, major attractions, major commercial, colleges and universities).

Social Equity

Do not favour any group over others; allow everyone good access to work, school, and other activities.

Changes in the transportation network should strengthen & enhance existing neighbourhoods; promote safe walking & cycling.

Support and enhance natural areas, encourage people to reduce how far they drive.

Other Considerations for Bloor-Danforth Stations

  • Ability to extend the Relief Line northward to Eglinton Avenue in future phases.
  • Directness of the connection to the Bloor/Danforth Subway Line.
  • Level of congestion relief for the Yonge Subway Line and Bloor-Yonge Station.
  • Constructability.
  • Ease of connection to existing maintenance and storage facility.
  • Potential for disruption to existing service on the Bloor-Danforth Subway.

Other Considerations for Downtown Stations

  • Ability to connect with the PATH network.
  • Ability to reduce pedestrian crowding at existing subway stations and at street level.
  • Ability to extend the Relief Line westward in future phases.
  • Constructability.
  • Ability to connect to existing and planned bus and streetcar routes.
  • Potential for disruption to existing service on the Yonge-University subway line.
